Export reputation indicators

/reputation/export

Streams indicators with urlquery evidence as NDJSON: a kind=meta line, then kind=indicator lines, then a matching kind=complete line with the export ID, count, and SHA-256 digest. Discard the download if the completion line is missing or invalid; an HTTP 200 alone does not prove the stream completed. Requires the reputation_export capability. Quota class reputation_export, which also limits concurrent exports.
